RCMP make arrest in historical homicide

As a result of an exhaustive historical case file review and follow-up investigation, RCMP “D” Division Major Crime Services have arrested and charged a former Winnipeg area resident with the 2004 murder of David Joseph Boulanger (aka Divas).

Divas was a two-spirited or transgendered sex-trade worker in Winnipeg whose body was found on November 3, 2004, at a rest stop approximately eight kilometres east of Portage la Prairie, Manitoba. Divas was reported missing to the Winnipeg Police Service by a family member on October 18, 2004.

A post mortem revealed that Divas had died as a result of blunt force trauma. Further investigation revealed that Divas had been last seen alive during the late night hours of September 28, 2004 in Winnipeg. It has been determined that the murder occurred at a location in the city of Winnipeg.

Theodore Raymond Herntier, aged 40, has been arrested and charged with the second degree murder of Divas Boulanger. Herntier was located and arrested by investigators on July 14 at about 10:15pm near Arcola, Saskatchewan. He will be transported to Winnipeg where he will appear in court.

The arrest is the result of a review and investigation by RCMP Major Crime Services, including Historical Case, Serious Crime and Major Crime units and the Manitoba Integrated Task Force for Murdered and Missing Women, Portage la Prairie Detachment, and collaboration with Winnipeg Police Service (missing persons’ unit).
