The City is seeking an experienced and strategic Director of Human Resources to lead its Human Resources function and provide trusted advice and support to leaders and employees across the organization.
Reporting directly to the City Manager, the Director of Human Resources is responsible for planning, organizing, directing, controlling and evaluating the operations of the Human Resources department. This position provides leadership across recruitment, employee relations, compensation and benefits, performance management, training and development, occupational classification, workplace safety, and HR policy and programs.
The Director will also provide oversight and direction for payroll administration, ensuring appropriate processes and controls are in place to support payroll. While payroll processing is carried out by designated staff, the Director is accountable for effective oversight, compliance, reconciliation and resolution of payroll-related issues.
Key Responsibilities
- Working collaboratively with the City Manager, leadership team, managers and employees, the Director will:
- Lead and oversee the day-to-day operations of the Human Resources department and supervise the Human Resource and Payroll team.
- Provide strategic and operational HR advice to managers and supervisors on staffing, employee relations, performance management, compensation, career development and applicable legislation.
- Develop, implement and maintain HR policies, programs and procedures that support organizational priorities and a positive workplace culture.
- Lead recruitment activities, including job postings, candidate sourcing, interviewing, employment offers and onboarding.
- Oversee compensation, benefits, performance management, job evaluation, occupational classification and related programs to ensure they remain competitive, equitable and compliant.
- Support employee engagement and organizational initiatives that promote employee satisfaction, commitment and retention.
- Represent management and participate in joint committees, including serving as management co-chair of the Workplace Safety & Health Committee and Social Committee.
- Ensure compliance with applicable federal and provincial employment, labour, payroll, benefits and workplace safety legislation.
- Oversee employee records, benefits administration, insurance carrier relationships, short- and long-term disability claims, and employee benefit programs.
- Lead new employee orientation and ensure employees receive accurate information regarding benefits, policies and City programs.
- Maintain the Human Resources Policy Manual and support the development and communication of organizational policies and programs.
Qualifications and experience include:
- Certified Human Resource Professional (CHRP) designation or working toward designation.
- Certified Payroll Leadership Professional designation or working toward designation.
- Minimum five (5) years of experience in human resources administration and payroll, or an equivalent combination of education and experience.
- Strong knowledge of employment standards, human rights, workplace safety, payroll and other applicable legislation.
- Demonstrated experience providing HR advice and guidance to managers and employees.
- Experience with compensation, benefits, recruitment, employee relations and performance management.
- Strong analytical, problem-solving and decision-making abilities.
- Excellent written and verbal communication skills, with the ability to handle confidential and sensitive matters with professionalism and discretion.
- Demonstrated ability to lead, collaborate and build positive relationships throughout an organization.
