The Manitoba government is proposing regulatory amendments under the Fisheries Act, including angling licence exemptions for active military members, veterans and seniors, as part of its strategy to modernize the management of fisheries and angling in the province.

“Manitoba is blessed with lakes and rivers that offer diverse, vibrant recreational angling opportunities,” said Natural Resources and Northern Development Minister Greg Nesbitt. “As recreational angling continues to grow, our government is implementing a modernization strategy to reduce red tape, enhance the protection of valuable fish stocks and create new fishing opportunities for Manitobans to enjoy.”

As part of the proposed amendments, active military members and veterans who reside in Manitoba would no longer need to purchase an angling licence, noted Nesbitt, adding this approach is consistent with neighbouring jurisdictions. Manitoba seniors would also be exempt from angling licence requirements under the new regulations, added Johnston.

“The proposed new regulations would make it easier for the 22,000 Manitoba seniors who take part in recreational fishing,” said Seniors and Long-term Care Minister Scott Johnston. “Instead of having to apply for the Manitoba Resident Senior Angling Licence on an annual basis, Manitoba seniors would simply need to show proof of age and residency when requested by conservation officers.”

“The proposed amendments to include angling licence exemptions for active military members and veterans who reside in Manitoba will be a welcomed opportunity for members to enjoy and partake in the vast recreational fishing opportunities our province has to offer,” said Len Isleifson, special envoy for military affairs.

Other changes included in the proposed amendments would include:

  • moving to a single annual licence type;
  • adding a one-day angling licence option;
  • making modest fee changes;
  • allowing anglers to carry an electronic copy of their licence;
  • creating consistent residency definitions for anglers, hunters and trappers;
  • allowing open fishing year-round for certain abundant species coupled with enhanced sustainability measures;
  • introducing increased protection for large spawning fish and for certain species to protect high-value fish; and
  • amending ice fishing shelter requirements.

A 45-day consultation period on the proposed amendments launched today. Manitobans are invited to provide feedback on the Manitoba Recreational Angling Changes to Modernize and Streamline Regulations Regulatory Project through the Manitoba Regulatory Consultation Portal at gov.mb.ca. Comments will be accepted until midnight on Dec. 19.
