The Independent Investigation Unit of Manitoba (IIU) has concluded its investigation into an officer-involved shooting in Winnipeg on September 27, 2022.

On that date, the IIU was notified by the Winnipeg Police Service (WPS) of an incident that occurred at approximately 8:15am. According to the notification, officers attended a residence on Barber Street to execute a warrant. Upon entry, officers located a male armed with a knife. One officer deployed a Taser, striking the male. The male exited the residence and fled from police. Officers pursued on foot and located the male on Hallet Street. Verbal directions were given to the male to drop the knife and an officer subsequently discharged his service firearm, striking the male. The male was transported to Health Sciences Centre in unstable condition, where he was later upgraded to stable.

As this matter concerned an injury to a person caused by the discharge of a firearm by a police officer, IIU assumed responsibility for this mandatory investigation in accordance with section 65(4) of the Police Services Act.

Investigators were assigned to this investigation, and reviewed the following:

  • WPS investigative summary report;
  • WPS officers’ notes and narratives;
  • WPS officers’ supplementary reports;
  • audio recordings of WPS radio communications;
  • Forensic Identification Service reports;
  • photographs of scene and exhibits;
  • video recordings from various locales and enhancements;
  • medical reports concerning the affected person; and
  • Conductive Energy Weapon downloads and analysis.

The civilian director designated the WPS officer who discharged his firearm as the subject officer. Seven WPS officers were designated as witness officers, and six were interviewed by investigators. IIU investigators also met with and interviewed the affected person and six civilian witnesses.

The civilian director found no reasonable grounds to support any charges against the subject officer. Accordingly, the matter is now closed.
