The Independent Investigation Unit of Manitoba (IIU) has concluded its investigation into injuries sustained by an adult male in the custody of the Winnipeg Police Service (WPS).

On June 11, the WPS notified the IIU of an incident that occurred on June 10, at roughly 1:15am. Officers attempted to stop a cyclist on the west sidewalk of McPhillips Street and McDermot Avenue for offences under The Highway Traffic Act, according to the notification.

The cyclist tried to flee and fell off his bike while being apprehended by officers. Officers transported the man to Victoria General Hospital, where medical staff treated him for a fracture to his right clavicle.

As this matter concerned injuries during an arrest, the IIU assumed responsibility for this investigation and assigned investigators in accordance with Sec. 66(4) of the Police Services Act. The civilian director designated one subject officer and one witness officer. Investigators also spoke with the affected person.

Following due consideration of all the circumstances, the civilian director will not authorize charges. Therefore, the IIU investigation is now completed and closed.

As an affected person remains before the court on charges arising from the incident, the civilian director’s report on the incident will be made available once those charges are disposed.
