The Independent Investigation Unit of Manitoba (IIU) has concluded its investigation into injuries sustained by an adult male in Brandon Police Service (BPS) cells.

On May 12, 2025, BPS notified the IIU of an incident that occurred on May 8 at approximately 8:15pm. According to the notification, BPS officers went to the BPS detention section to lodge a male under the Intoxicated Persons Detention Act. The man was uncooperative throughout the admission process and was escorted to a cell. As officers escorted the man toward the cell, a use-of force encounter occurred. The man lost his balance, fell and hit the back of his head on the concrete floor, causing loss of consciousness and a laceration.

Emergency medical services were dispatched to the detention section, and the male was subsequently transported to Brandon Regional Health Centre.

As this matter concerned injuries to a person in custody, the IIU assumed responsibility for the investigation in accordance with Sec. 66(4) of the Police Services Act. IIU investigators were assigned to the case. The civilian director designated one subject officer, two witness officers and two police associates. Investigators also spoke with the affected person.

Following due consideration of all the circumstances, the civilian director will not be authorizing charges. Therefore, no charges are recommended and the IIU investigation is now completed and closed.
