Manitoba Transportation and Infrastructure is advising municipalities, residents, businesses and farmers affected by severe rainfall and flooding in June that financial assistance is available through Disaster Financial Assistance (DFA) programs. A new one-time Manitoba Flood Recovery Program (MFRP) is being made available for residents in the hardest-hit communities.
Several significant storm systems brought over 200 millimetres of rain to western Manitoba and Parkland areas between June 6 and July 1. With many areas already saturated from previous storms, the rainfall resulted in extensive overland flooding, rising waterways and significant damage to homes, farms, businesses, public buildings and infrastructure. Damage assessments are ongoing and the full extent of impacts is not yet known.
Manitoba Transportation and Infrastructure’s Emergency Management Organization, in partnership with the Canadian Red Cross, which will be on-site in the Town of Swan River and the Municipality of Swan Valley West early next week to provide in-person support to help people navigate the recovery process, including support with understanding insurance and applying for provincial financial assistance. The Canadian Red Cross is also expected to launch a donation appeal to support flooding response and recovery efforts. The province has committed to matching eligible donations dollar for dollar, up to a maximum of $15 million.
Additional health-care supports have been requested from the federal government following the closure of the Dauphin Regional Health Centre to address the needs of affected residents. As of today, 101 households representing approximately 250 individuals from communities under mandatory evacuation orders have applied for Emergency Social Services assistance. To date, nearly $15,000 has been distributed to eligible applicants.
Team Rubicon Canada, Canadian veterans, first responders, emergency management personnel and volunteers will also be on-site providing recovery support to affected communities, focusing on helping with residential clean-up.
There are currently three DFA programs available in response to flooding and extreme rainfall events that occurred June 6 to 8, June 9 to 10 and June 28 to July 1.
In addition, the Manitoba Flood Recovery Program, a one-time grant program for homeowners and tenants in the hardest-hit communities affected by flooding and rainfall between June 6 and July 1, is being launched. The program is intended for all residents in the areas described below, including those who do not have insurance coverage for their losses or whose insurance coverage is insufficient.

- Municipality of Minitonas-Bowsman
- Town of Swan River
- Municipality of Swan Valley West
- Municipality of Roblin
- Municipality of Duck Mountain
- Northern Affairs Community of Camperville
Interlake and Eastern region from June 9 to 10 and June 28 to July 1
- Town of Stonewall
- Rural Municipality (RM) of Rosser
- RM of Rockwood
- RM of Woodlands
- RM of St. François Xavier
- Town of Teulon
- Town of Winnipeg Beach
- Village of Dunnottar
- RM of St. Andrews
Mitigation funding is available under both the DFA programs and the Manitoba Flood Recovery Program to support measures that reduce the risk of future flood damage. Homeowners in the City of Winnipeg will also be offered supports through the DFA as well as a rebate program to install backwater valves.
