The Independent Investigation Unit of Manitoba (IIU) has concluded its investigation into a complaint of serious injuries connected to a WPS arrest that occurred in May of 2025.
On May 24, 2025, the Winnipeg Police Service (WPS) notified the IIU of an incident that occurred on May 23, 2025, at approximately 5:56 p.m. According to the notification, WPS officers were conducting a traffic stop in the 500 block of Spence Street. While speaking to a male cyclist, officers saw an edged weapon in plain view in one of his pockets. The male was placed under arrest for possessing a weapon and handcuffed but fled when he was being escorted to the cruiser car.
Officers pursued the male and saw him enter the intersection of Young Street and Sargent Avenue, where a vehicle grazed him, causing him to stumble but not fall. The male continued to flee in traffic and a use-of-force encounter occurred. He fell on the roadway and hit his chin.
Officers immediately applied first aid. The male was subsequently transported to hospital for treatment of a laceration and two hairline fractures to his lower jaw.
As this matter concerned injuries during an arrest, the IIU assumed responsibility for this investigation in accordance with Sec. 65(4) of the Police Services Act. IIU investigators were assigned to this investigation.
The affected person had charges pending before the court as a result of this incident, which have now been disposed of.
