The Independent Investigation Unit of Manitoba (IIU) has recently concluded its investigation into the arrest of an adult male that occurred in Winnipeg.

On April 8, the Winnipeg Police Service (WPS) notified the IIU of an incident that occurred on August 18, 2025, at approximately 9:15pm. According to the notification, an adult male was driving northbound on Route 90 when his vehicle was rear-ended by another vehicle. Following the collision, the driver who had rear-ended the other vehicle exited and identified himself to the driver whose car he hit as an off-duty police officer.

After speaking to a witness on scene, the officer then approached the male driver and stated that he was placing him under arrest for impaired driving. The off-duty officer physically detained the driver until on-duty uniformed officers arrived at the scene. They placed the male under arrest for impaired driving, handcuffed him and transported him in the rear of a police cruiser. The driver was taken to the West District Station, where he was processed and later released from police custody on an appearance notice.

The following day, the male driver sought medical treatment and was found to have acute rib fracture. On March 6, 2026 the male reported the incident to the Law Enforcement Review Agency. The agency confirmed the driver’s injury through medical reports on March 31 and notified the WPS, who then reported the incident to the IIU.

As this matter concerned serious injuries during an arrest, the IIU assumed responsibility for this investigation in accordance with Sec. 66(4) of The Police Services Act. IIU investigators were assigned to this investigation.

The civilian director designated one subject officer and seven witness officers. Four witness officers provided statements and investigators also spoke with the affected person.

Following due consideration of all the circumstances, the civilian director will not be authorizing charges. The IIU investigation is now completed and closed.

As the affected person remains before the court on charges arising from the incident, the civilian director’s report on the incident will be made available once those charges are disposed of.

The details of the investigation were first announced on April 9.
