The Independent Investigation Unit (IIU) has concluded its investigation into injuries to a male during his arrest by members of the Brandon Police Service (BPS).

On December 19, 2018, members of the Brandon Police Service Crime Support Unit and Patrol Division executed a search warrant at a room of the Hillcrest Motel in Brandon, Manitoba. An adult male and female were arrested and a quantity of drugs were seized.

In a statement videotaped on January 10, 2019, the male alleged being assaulted by BPS officers during his arrest and sustaining facial injuries. As the injuries allegedly sustained constitute serious injuries as defined by regulation, the IIU was mandated to undertake an investigation into this matter.

Following its investigation, IIU referred its findings to Manitoba Prosecution Service (MPS) to seek an opinion on whether any charges should be laid. MPS stated that following the review, it determined that the prosecution standard has not been met in that there was no reasonable likelihood of conviction. Accordingly, MPS would not authorize any charges against any or all of the subject officers.

The IIU investigation is now complete and this file is closed.

The civilian director’s complete report will be available online following disposition of the charges.
