The Independent Investigation Unit of Manitoba (IIU) has concluded its investigation into the circumstances surrounding a death in custody following the arrest of a male in Brandon.
On Aug. 20, 2023, the IIU was notified by Brandon Police Service that a male had been arrested for multiple Criminal Code offences including flight from police, breach of a release order and drug-related offences. While in custody, the male displayed unusual behaviour, resulting in Brandon Fire and Emergency Services being requested. The male’s condition deteriorated rapidly and he was transported to Brandon Regional Health Centre, where he was declared deceased a short time later.
As this matter involved a fatality, the IIU assumed responsibility for this investigation in accordance with Sec. 65(4) of the Police Services Act. IIU investigators were assigned to this investigation. The civilian director declined to designate a subject officer in this matter. However, three witness officers did provide statements. Investigators also spoke with five professional witnesses and two civilian witnesses.
Following due consideration of all the circumstances, the civilian director will not be authorizing charges. Therefore, the IIU investigation is completed and the matter is now closed.
