The Independent Investigation Unit of Manitoba (IIU) has concluded its investigation into serious injuries sustained during the arrest of two adult males in the Rural Municipality (RM) of West St. Paul.

On Sept. 19, 2025, the Winnipeg Police Service (WPS) notified the IIU of an incident that occurred the same day at approximately 3:35 a.m. According to the notification, a civilian witness reported to the WPS two suspects were breaking into a construction trailer on Ken Oblik Drive in Winnipeg.

The WPS flight operations unit helicopter (AIR1) attended the scene and saw the two suspects fleeing in a stolen vehicle.

AIR1 followed the vehicle to the vicinity of the north Perimeter Highway and Pipeline Road, where mobile units unsuccessfully attempted to deploy a stop stick. At this point, AIR1 was forced to return to the airport to refuel.

At 4:14 a.m., the suspects’ vehicle failed to complete a turn on a gravel road near Holmes Road and Poneida Road, and the vehicle entered the ditch and rolled over.

The suspects were arrested at the vehicle without further incident. As a result of the single vehicle rollover, both suspects complained of soreness and were subsequently transferred to the Health Sciences Centre Winnipeg in stable condition. One suspect was treated and released with no serious injuries, while the other suffered spinal fractures.

As this matter concerned serious injuries during a motor vehicle collision related to an arrest, the IIU assumed responsibility for this investigation in accordance with Sec. 65(4) of The Police Services Act. IIU investigators were assigned to this investigation.

The civilian director declined to designate a subject officer, but designated 26 witness officers. Three professional witnesses provided statements and investigators also spoke with one affected person.

As the civilian director declined to designate a subject officer in connection with the evidence provided, the director will not authorize charges. Therefore, no charges are recommended and the IIU investigation is now completed and closed.
