Notice is hereby given pursuant to Sections 318(1) and 318(4) of The Municipal Act that the Council of the City of Steinbach will hold public hearings at the City of Steinbach Council Chambers, located at 225 Reimer Avenue, on Tuesday, November 1, 2011 at 7:35 p.m. Council will hear any person who wishes to make a presentation, ask questions, or register an objection to the following Local Improvement Plans.

Plan 2012-03

Spruce Crescent and Reimer Avenue Water Main Replacement

Intent: The City plans to replace a water main on Spruce Crescent of approximately 300 lineal meters and on Reimer Avenue of approximately 190 lineal meters. The infrastructure has reached the end of its design life and requires replacement.

Estimated Costs: Total costs of the project are estimated to be $520,000.00 to be financed with a borrowing of $520,000.00. The borrowing is to be repaid over a five-year period with annual principal and interest amounts payable on December 1st of each year from 2013 to 2017 inclusive. The annual payment for the borrowing will amount to $126,823.16 based on a maximum estimated annual interest rate of 7.0%.

Taxpayers Affected: The payments for the borrowing and related financing costs for this project are to be borne by a mill rate levy on all taxable, grant-in-lieu, and otherwise exempt property within the Water Local Improvement District.

Taxpayer Impact: The realty tax levy required to pay for this project will be included in the overall municipal mill rate which is set annually by the City of Steinbach. The annual payment to service the borrowing is equivalent to a realty tax levy of approximately 0.23 mills. This mill rate will result in property taxes of approximately $20.70 per year, during the term of the borrowing, for a residential property having a market value assessment of $200,000.00.

Plan 2012-04

Spruce Crescent Sewer Main Replacement

Intent: This project will replace a sewer main on Spruce Crescent of approximately 300 lineal meters. The infrastructure has reached the end of its design life and requires replacement.

Estimated Costs: Total costs of the project are estimated to be $250,000.00 to be financed with a borrowing of $250,000.00. The borrowing is to be repaid over a five-year period with annual principal and interest amounts payable on December 1st of each year from 2013 to 2017 inclusive. The annual payment for the borrowing will amount to $60,972.67 based on a maximum estimated annual interest rate of 7.0%.

Taxpayers Affected: The payments for the borrowing and related financing costs for this project are to be borne by a mill rate levy on all taxable, grant-in-lieu, and otherwise exempt property within the Sewer Local Improvement District.

Taxpayer Impact: The realty tax levy required to pay for this project will be included in the overall municipal mill rate which is set annually by the City of Steinbach. The annual payment to service the borrowing is equivalent to a realty tax levy of approximately 0.102 mills. This mill rate will result in property taxes of approximately $9.18 per year, during the term of the borrowing, for a residential property having a market value assessment of $200,000.00.

Plan 2012-05

Maplewood St, Penfeld Dr, and Area Sidewalk Construction

Intent: To install concrete sidewalks in the following areas:

• along the east side of Maplewood St from Loewen Blvd to Penfeld Dr
• along the north side of Penfeld Dr between PTH 12N and the Henry St Drain
• along the south side of Stone Bridge Crossing from PTH 12N to Albert St
• at additional locations in the area to connect to the City’s existing sidewalk network

Estimated Costs: Total costs of the project are estimated to be $550,000.00 to be funded by a borrowing of $550,000.00. The borrowing is to be repaid over a five-year period with annual principal and interest amounts payable on December 1st of each year from 2013 to 2017 inclusive. The annual payment for the borrowing will amount to $134,139.88 based on a maximum estimated annual interest rate of 7.0%.

Taxpayers Affected: Fifty percent of the costs for the borrowing and related interest for this project are to be borne by a mill rate levy on all taxable, grant-in-lieu, and otherwise exempt property within the General Local Improvement District. The remaining fifty percent of the costs for the borrowing and related interest for this project are to be borne by a mill rate levy on all taxable, grant-in-lieu, and otherwise exempt property within the Georgetown Sidewalk Local Improvement District.

Taxpayer Impact:

General Local Improvement District – The local improvement tax required for properties in this district will be included in the overall municipal mill rate which is set annually by the City of Steinbach. The annual payment to service the borrowing is equivalent to a realty tax levy of approximately 0.108 mills. This mill rate will result in property taxes of approximately $9.72 per year, during the term of the borrowing, for a residential property having a market value assessment of $200,000.00.

Georgetown Sidewalk Local Improvement District – The local improvement tax required for properties in this district to service the borrowing costs is equivalent to a realty tax levy of approximately 1.897 mills. This mill rate will result in property taxes of approximately $170.73 per year, during the term of the borrowing, for a residential property having a market value assessment of $200,000.00.

Potential taxpayers who object to any of the local improvement plans must file a notice of objection with the City of Steinbach, by mail or in person, at or prior to the public hearings indicated above. A notice of objection must contain the name and address of the person filing the objection, identify the property in respect of which the objection is filed, and state the reason(s) for the objection.
