Some people doubt the usage/volume numbers provided by the Library. Some point out that besides the three public libraries in the region, the schools all have libraries. Some have stated to me that the building of an art centre should take precedents over the library expansion. Some say the expansion is too big or should not be taking place because of the length of the borrowing terms.

I support the library expansion and will vote for the by-law because it promotes literacy. For people who do not know it, literacy is the biggest social determinant of health. Unfortunately we live in an area with one of the lowest literacy rates in Manitoba! Education affects literacy which in turn affects your employment opportunities which affects your income. Socio-economic status is a key determinant of health. Therefore the biggest driver of health is not the health care system or RHA, which historically has focused on illness and acute care. The city in providing libraries, recreational centres art centres, walking/biking paths, etc. is not just spending tax dollars to give people things to do, it is promoting physical and mental health and preventing illness, especially chronic illnesses. City Council, the Chamber, schools and our faith groups all plays a far greater role in the social determinants of health than they realize.

If the by-law fails, which I think is unlikely, we work on a new by-law.  Council must continue to work with the library committee in seeking other avenues of funding. Perhaps the project has to be downscaled. Working with the school libraries in some collaborative fashion could be considered.
