Notice is hereby given that By-Law 1932 of the City of Steinbach, in the Province of Manitoba, which has been submitted to and read a first and second time by the Council of the City of Steinbach on July 19, 2011, will be submitted to a vote of the voters of the City of Steinbach, qualified by “The Liquor Control Act” to vote thereon at the place and time hereinafter mentioned.
The object and purpose of the proposed By-Law 1932 is to approve the issue of certain classes of liquor licences, namely Beverage Room Licence, Cocktail Lounge Licence and Private Club Licence, in respect of the City of Steinbach. The original or true copy of the proposed By-Law 1932 is on file at Steinbach City Hall, where the same may be examined until October 26th, 2011.
The votes of the voters qualified to vote thereon, will be taken for and against said By-Law on:
Wednesday, October 26th, 2011 – 8:00 a.m. to 8:00 p.m.

Advance Poll
An advance poll will be held on Friday, October 21st, 2011, 8:00 a.m. to 8:00 p.m., at Steinbach City Hall, 225 Reimer Avenue, Steinbach.
Mail-In Ballot
Qualified voters who are unable to go in person to the polling place or advance poll, may apply in writing to the Senior Election Official between September 27th and October 24th to vote by mail.
Voter Eligibility
In order to be eligible to vote, you must be a Canadian citizen, 18 years of age, and either (1) an actual resident of the City of Steinbach for a period of at least six months (since April 26, 2011) or (2) a registered owner of land in the City of Steinbach for at least six months (since April 26, 2011).
Identification
Identification may be required before being allowed to vote. A person may be required to produce one piece of government issued photo identification (e.g., driver’s license or passport) or at least two other documents that provide proof of identity.
The Ballot
The questions on the ballot will be:
(1) “Beverage Room Licence” FOR or AGAINST.
(2) “Cocktail Lounge Licence” FOR or AGAINST.
(3) “Private Club Licence” FOR or AGAINST
Licence Definitions
The definitions of these licences, according to the Manitoba Liquor Control Commission (MLCC), are:
(1) “Beverage Room Licence”: A beverage room is an establishment having a sufficient number of guest rooms, hold a certificate of hotel registration from the MLCC, and a dining room licence is held at the same location. A variety of food including at least two hot food items must be available. Liquor service is permitted between 9:00 a.m. and 2:00 a.m. Monday to Saturday, and between 12 noon and 2:00 a.m. on Sunday.
(2) “Cocktail Lounge Licence”: A cocktail lounge is an establishment where a dining room licence is held at the same location. Service of liquor is with or without a meal. Liquor service is permitted between 9:00 a.m. and 2:00 a.m. Monday to Saturday and between 11:00 a.m. and 2:00 a.m. on Sunday.
(3) “Private Club Licence”: A private club licence is a non-profit organization such as a curling club. A private club is only open to members and their signed-in guests. Service of liquor is with or without a meal. Liquor service is permitted between 9:00 a.m. and 2:00 a.m. Monday to Saturday and Sunday service hours vary.
Procedure After the Vote
On Thursday, October 27th, 2011, the Senior Election Official of the City of Steinbach shall be at Steinbach City Hall, in the City of Steinbach, at 9:00 a.m., to sum up the number of votes given for and against the said by-law.
Further consideration of said By-Law 1932 by the Council of the City of Steinbach, after taking of the vote thereon, is fixed for the regular meeting of the said Council which will be held in the Council Chambers, in the City of Steinbach, on Tuesday, December 6, 2011, at 7:30 p.m.
