On July 12, 2014, just before 3pm, a Treherne RCMP officer was patrolling on Provincial Road 449 in the RM of Victoria, Manitoba, approximately eight kilometres west of Treherne, when the officer observed a vehicle traveling without proper registration. The officer activated emergency equipment and prepared to pull the vehicle to the side of the road. The vehicle came to a brief stop and then fled the scene.

The officer followed the vehicle, which was driving erratically on both sides of the road at a significant rate of speed. A short distance later, the vehicle broke down and two males fled on foot. There were challenges due to strong wind and rain in the area, but RCMP were able to track and identify the suspects.

On July 13, 2014, RCMP arrested the two occupants of the vehicle. The passenger was released without charge. The driver, Matthew Clement Vennard, 28, was charged with flight from police, dangerous operation of a motor vehicle, impaired operation of a motor vehicle and driving while disqualified. Vennard was remanded in custody and will appear in Portage la Prairie Provincial Court on July 21, 2014.
