The Independent Investigation Unit of Manitoba (IIU) has concluded its investigation into serious injuries related to the detention of an adult male in Winnipeg dating back to 2025.

On July 10 2025, the Winnipeg Police Service (WPS) notified the IIU of an incident that occurred earlier that day at approximately 7:23 p.m. According to the notification, WPS members attended a suite in the 200 block of Bertrand Street in Winnipeg, regarding a male in crisis who was armed with an edged weapon. Upon arrival, officers encountered the male and attempted to negotiate with him to surrender peacefully.

At 9:25pm, the male was taken into custody without incident. He was handcuffed and secured for safety. As the male was being escorted down a set of stairs, he suddenly broke away from the officers and fell down the stairs. Officers immediately attended to the male to provide first aid and requested paramedics.

The male was subsequently transported to Health Sciences Centre Winnipeg in critical condition, where he was treated for a possible traumatic brain injury.

As this matter concerned injuries during an arrest, the IIU assumed responsibility for the investigation in accordance with Sec. 65(4) of the Police Services Act. IIU investigators were assigned to this investigation. The civilian director declined to designate a subject officer, but the director designated six witness officers. Two civilian witnesses provided statements and investigators also spoke with the affected person.

Following due consideration of all the circumstances, the civilian director will not be authorizing charges. Therefore, no charges are recommended and the IIU investigation is now completed and closed.
