The Independent Investigation Unit of Manitoba (IIU) has concluded its investigation into injuries related to the arrest of an adult male in Winnipeg.
On September 20, 2025, the Winnipeg Police Service (WPS) notified the IIU of an incident that occurred the same day at approximately 5:15am. According to the notification, an adult male, showing signs of confusion, was observed at the intersection of Broadway and Furby Street attempting to enter occupied vehicles. Police arrived on scene and officers spoke with the male to assess his well-being. The Winnipeg Fire Paramedic Service was summoned to the scene and medically cleared the male. Officers gave the male a ride home and attempted to help him get into his apartment safely. While at the apartment door, the male fled on foot and began running northbound on Furby Street toward Portage Avenue. Officers pursued the male on foot. Upon reaching him, they began escorting him back to the police vehicle. As police were speaking to the male, he attempted to strike an officer.
A use-of-force encounter occurred, and additional police resources arrived on scene, allowing police to take the male into custody. The male was transported to Health Sciences Centre (HSC) Winnipeg in stable condition, where he was sedated by hospital staff. On September 21, 2025, at approximately 12:25am, police attended HSC Winnipeg and were advised that the male had suffered facial fractures.
As this matter concerned injuries during an arrest, the IIU assumed responsibility for the investigation in accordance with Sec 65(4) of the Police Services Act. IIU investigators were assigned to this investigation. The civilian director designated two subject officers and four witness officers. IIU investigators also spoke with the affected person.
Following due consideration of all the circumstances, the civilian director will not authorize charges. Therefore, the IIU investigation is now completed and closed.
As the affected person remains before the court on charges arising from the incident, the civilian director’s report on the incident will be made available once those charges are disposed of.
