The Manitoba government is reporting significant progress in reducing RCMP vacancies under the Provincial Police Service Agreement (PPSA), with vacancy rates declining more than 50 per cent.

“Our government has made significant investments every year in rural policing to ensure that no matter where you are in Manitoba, you can feel safe in your community,” Justice Minister Matt Wiebe said. “Manitoba is becoming a leader in RCMP recruitment and retention, which has significantly improved our overall vacancy rate for the benefit of many communities.”

Budget 2026 committed an additional $8 million in new PPSA funding. The PPSA funds the majority of RCMP positions in Manitoba, including front-line officers and integrated enforcement units focused on serious and organized crime.

The decline in vacancy rates follows several years of Manitoba government investments that saw PPSA funding rise to over $206 million in Budget 2026 from under $170 million in 2023, the minister noted. Last budget, $5 million of this increase went to support the expansion of the RCMP Emergency Response Team and the Operational Communications Centre.

“The Manitoba RCMP is making great strides when it comes to recruitment, with significant reductions in our vacancy rate,” said Assistant Commissioner Scott McMurchy, commanding officer of the Manitoba RCMP. “Recent investments in the Provincial Police Service Agreement are integral to this work and our ongoing efforts to enhance public safety in the communities we serve.”

Vacancy rates for RCMP positions funded under the PPSA have declined to 9.69 per cent in 2026 from 21.99 per cent in October 2023. The largest one-time decrease in vacancy rates resulted from 110 new officers joining the Manitoba RCMP in 2025-26.

“The Association of Manitoba Municipalities (AMM) welcomes the addition of new RCMP recruits to Manitoba, helping to reduce vacancies across the province,” said Kathy Valentino, president, AMM. “Through our ongoing partnership with Manitoba RCMP and the Manitoba government, we have worked to raise awareness of the many benefits of living and working in Manitoba. Today’s announcement reflects the value of those efforts and is another positive step toward strengthening policing services in communities provincewide.”

Wiebe attended a graduation ceremony at the RCMP Training Academy Depot Division in Regina, Saskatchewan, on Monday. He gave remarks and met the 27 cadets in the graduating troop, including five who will be posted in front-line detachments across Manitoba.
