The Independent Investigation Unit of Manitoba (IIU) has concluded its investigation into the circumstances surrounding a motor vehicle collision involving a stolen truck and a police vehicle in Winnipeg.

On September 15, 2024, the Winnipeg Police Service (WPS) notified the IIU of an incident that resulted in serious injuries. According to the notification, on September 14, 2024, at approximately 7:45pm, in the 800 block of Dudley Avenue, the owner of a Ford F-150 observed two people stealing his truck. The owner and a second adult male entered the truck’s box and called 911.

With the two males still in the back of the truck, the suspects fled in the truck at a high rate of speed. Based on real-time directions from the two males, police began converging in the area. Officers unsuccessfully deployed a tire deflation device and the truck continued in the area of Brandon Avenue and onto Osborne Street, where it struck an unmarked WPS unit. The force of the collision resulted in the truck’s owner and the second male being ejected from the truck’s box. Both males sustained serious injuries and were admitted to the Winnipeg Health Sciences Centre Winnipeg.

The owner of the truck suffered numerous fractures including the clavicle, skull and spine.

As this matter concerned serious injuries during an arrest, the IIU assumed responsibility for this investigation in accordance with Sec. 65(4) of the Police Services Act. IIU investigators were assigned to this investigation.

One subject officer and two witness officers were designated. Two civilian witnesses provided statements and investigators also spoke with two affected persons.

Following due consideration of all the circumstances, the civilian director will not be authorizing charges. Therefore, the IIU investigation is completed and the matter is now closed.
