The Independent Investigation Unit of Manitoba (IIU) has concluded its investigation into the circumstances surrounding a hit-and-run involving an off-duty officer.

On December 30, 2023, the Royal Canadian Mounted Police (RCMP) notified the IIU of an incident that occurred at approximately midnight in Nelson House. According to the notification, RCMP received a call regarding a hit and run involving a vehicle and a pedestrian. RCMP officers met with an adult male who said he had been hit by a vehicle in Nelson House. Shortly after, officers discovered the driver of the vehicle was an off-duty RCMP officer from another Manitoba detachment.

As this matter concerned injuries during a possible hit-and-run by an off-duty officer, the IIU assumed responsibility for this investigation in accordance with Sec. 75(1) of the Police Services Act. IIU investigators were assigned to this investigation. The civilian director designated one subject officer and five witness officers. IIU investigators attempted to obtain further evidence from the affected person and five civilian witnesses, but they were unwilling or unable to co-operate with the investigation.

Following due consideration of all the circumstances, the civilian director will not be authorizing charges. Therefore, the IIU investigation is completed and the matter is now closed.

The details of the investigation were first announced on Jan. 2, 2024.
